I don't know what does knots feel like? Is it to early for my hair to start knotting after just 3weeks of being dreaded

It feels like small hair balls/cluster of hair.

Your best bet is to just forget about it, stop worrying ,and let your hair do its thing. From the picture you uploaded, your hair already looks like it has plenty of knots.
With your hair type it will probably happen a bit quicker but most peoples dreads remain loose, come undone before they start to properly knot up and then only "feel" like real dreadlocks at some point after the 6 month mark as that's how long it takes for most locks created using a starter method to mature and begin to feel 'solid'.

Watch the latest video to Connor Trent on Youtube, and you get a slight idea of how your locs will look after 7 months. He did start the locs with wool rubbing 1 week and then freestyle this time.
Edit: I began my dread journey again on monday and I already feel some knots in my hair now. But yea, I rub so hard that hair fuse together : p
